DANG PHAM
Managing Director/Principal
Mr. Pham has over twenty-five years of senior management experience with the federal, state and local governments.
During President Bill Clinton’s Administration, Mr. Pham served as the Deputy Assistant Secretary/Chief of Staff of the Office of Bilingual Education and Minority Languages Affairs (OBEMLA) in the US Department of Education in Washington DC, where he played a key role in the reauthorization of the Improve America’s School Act (IASA). He participated in different task forces and working groups that focused on programs and policies affecting the language minorities, especially the Pacific and Southeast Asians. In 1997, Mr. Pham served in one year special detailed assignment at The White House’s Office of Presidential Personnel. In November 2000, he assisted The White House to plan for the historic visit to Vietnam in November by President Bill Clinton. This was the first official visit to Vietnam by a sitting US President after the war ended in April 1975.
Prior to his tenure at the US Department of Education, he was the Education Programs Director for the Office for Refugees and Immigrants (MORI) of the Commonwealth of Massachusetts. Mr. Pham helped to establish and developed a number of non-profit organizations, private business organizations. In 2001 and 2002, Mr. Pham was awarded the Public Managerial Excellence and Achievement Award. He also was named the Education Ambassador by the Vietnamese American Science, Professional and Engineer Society (VASPES), and in 1993, he received the award by the Boston Jaycees Club as the Ten Outstanding Young Leaders Award. He received the Master’s Degree in Executive Public Administration from Golden Gate University.
